North Peoria Development: Amkor, FIVE NORTH and Six Regional Changes
Review industrial, commercial, housing, healthcare and education developments around North Peoria, separating announcements from construction and operations.
Arizona's semiconductor expansion has attracted considerable attention. Alongside TSMC's presence in North Phoenix, neighboring Peoria is advancing major industrial, commercial and residential plans.
North Peoria, the city's northern area, has become an area to watch in the northwest of greater Phoenix.
Amkor Technology's advanced packaging and test campus, FIVE NORTH at VISTANCIA, Peoria Innovation Core and North Peoria Gateway involve jobs, housing, amenities and future land use.
One distinction needs to be clear from the start: These developments are not all complete. Some are under construction, some are entering development and others remain long-term plans.
The following six development themes help Arizona homebuyers and prospective residents or investors understand North Peoria more clearly.
1. Amkor Technology: semiconductor investment in Peoria
Amkor Technology is a major global semiconductor packaging and testing company providing packaging, testing and related technical services.
As Arizona's semiconductor supply chain expands, Amkor has selected Peoria for an advanced packaging and test campus, making it a significant local industrial investment.
The project has expanded in several stages:
- In 2025, Amkor increased the planned investment to about US$7 billion and broke ground in October.
- On September 8, 2026, Amkor announced a second phase, bringing total planned investment to about US$12 billion.
According to Amkor's announcement, the expanded campus is expected to have about 93,000 square meters of cleanroom space, with phases 1 and 2 together expected to support more than 3,500 Arizona-based employees.
Construction of phase 2 is currently anticipated to begin in late 2027, with completion targeted for the end of 2029.
The US$12 billion figure describes total planned investment, and more than 3,500 employees describes an expected workforce. Neither means that all funding has already been spent or that the full projected workforce is already employed.
Amkor's campus, FIVE NORTH and PIC have different boundaries, investment figures, land areas and development stages. They must be assessed separately rather than added together as one completed project.
For North Peoria, Amkor's significance extends beyond a single factory: it may create opportunities for additional semiconductor suppliers, technical talent and related businesses.
Whether any particular neighborhood's prices or rents rise still requires actual housing-market evidence.
2. FIVE NORTH at VISTANCIA: a 320-acre mixed-use district
FIVE NORTH at VISTANCIA is within Peoria's Vistancia master-planned community, near Loop 303 and Lone Mountain Parkway.
The overall planned area is about 320 acres, approximately 129.5 hectares, with a mixed-use commercial and lifestyle focus.
Plans include restaurants, retail, offices, healthcare, education, hospitality, housing and walkable outdoor spaces.
In July 2026, the developer announced the selection of Lyfe Companies for the first phase of the Main Street dining and retail area, involving about 9.65 acres.
Selecting a developer is a concrete milestone, but it does not mean the whole Main Street is built or every tenant has been confirmed.
The developer's July 28, 2026 announcement described a roughly 14-acre City of Peoria community park under construction within FIVE NORTH, with sports fields, basketball courts and recreation facilities planned. That was the status reported in July; later construction progress must be confirmed separately.
American Leadership Academy Vistancia has official campus and admissions information. Confirm the grades accepting applications and available places with the school for the relevant year.
As commercial, residential and public spaces are delivered, FIVE NORTH could give North Peoria residents more everyday choices.
Judge individual restaurants, shops and other planned uses by actual leases, construction and openings.
3. New homes and population: continued growth around Vistancia
Industrial development needs land and workers and may also contribute to housing demand.
North Peoria already includes large residential communities such as Vistancia, with Northpointe at Vistancia offering different new-home products.
Northpointe's official homes page lists offerings from multiple builders. Check current builder information for each community's age restrictions, floor plans, prices and delivery timing.
These homes are not solely future concepts; some communities are actively selling.
However, new regional employment investment does not mean that every new worker will choose North Peoria as a home.
Actual housing demand also depends on commuting, prices, household size, schools, amenities and housing supply in neighboring cities.
For homebuyers, useful questions beyond a possible increase in population include:
- Whether roads and everyday amenities are already in place
- Actual sales and delivery conditions for new homes
- HOA fees and use restrictions
- The amount of undeveloped land nearby
- Whether planned commercial amenities are actually under construction or open
These checks are more useful than relying only on forecasts of price growth.
4. Peoria Innovation Core: a long-term employment corridor along Loop 303
Peoria Innovation Core, or PIC, is a large industrial and mixed-use development initiative led by the City of Peoria.
The city's PIC page describes both about 834 acres of initially acquired land and a larger planning corridor approaching 7,000 acres along Loop 303 and Lake Pleasant Parkway toward State Route 74. These describe different boundaries, not completed development acreage.
PIC plans extend beyond semiconductor factories to advanced manufacturing, employment centers, commercial uses, housing and necessary public infrastructure.
The city page records the acquisition of about 834 acres on August 27, 2025 and work toward infrastructure and utility improvements. This guide uses the page's approximate area rather than combining it with the broader corridor.
Amkor has announced groundbreaking and expansion milestones. To understand a particular home's relationship to the campus, check the actual site and road routes rather than relying on a large planning-area name.
Keep the following distinction clear:
PIC's initially acquired land and the surrounding long-term corridor are different areas. A plan does not mean all the land is developed, sold or under construction.
The overall program also involves zoning, public facilities, roads, utilities and approvals for individual phases.
Additional companies could change North Peoria's employment profile, but the pace depends on actual investment, land transactions and public infrastructure progress.
5. Healthcare and education: distinguishing existing services from future plans
Long-term residential appeal depends on schools, healthcare and everyday services as well as jobs.
For education, American Leadership Academy Vistancia's official site provides campus and admissions information. Families can research it as a charter-school option.
Charter schools have their own admissions rules. Living nearby does not guarantee enrollment.
HonorHealth is expanding its Peoria services. HonorHealth Medical Campus at Peoria opened in April 2025, offering cancer care, primary care, physical therapy and other specialties.
An important location distinction is: This existing HonorHealth campus is near Loop 101 and 83rd Avenue. It is not a completed hospital within FIVE NORTH.
FIVE NORTH's broader plan includes healthcare uses, but individual facilities, commitments and completion dates must be confirmed through formal announcements.
Families evaluating North Peoria should compare existing healthcare and education separately from future proposals, including actual driving times from the home address.
6. North Peoria Gateway: a 1,620-acre long-term development area
North Peoria Gateway is another large mixed-use planning area along Loop 303, covering about 1,620 acres.
It is near Peoria Innovation Core but is a separate project.
Its concept includes housing, commercial uses, employment centers, retail, hospitality and other mixed uses intended to create a new area over the long term.
Peoria City Council approved related annexation and zoning actions in October 2024.
Land-use and zoning approvals complete only some preliminary steps. They do not mean homes, shops and business campuses have all started construction.
State trust land may still require auction, acquisition by developers, individual project approvals and infrastructure construction.
Given its scale, development may take many years and will be influenced by market demand.
It is best understood at this stage as a long-term land-use and regional-development direction rather than an immediately usable, fully established district.
7. Comparing six North Peoria development themes
The table reflects publicly verifiable information available through October 2026. Planned areas and development stages differ among projects.
| Development theme | Main scale or features | Confirmed progress | What to watch next |
|---|---|---|---|
| Amkor Technology | About US$12 billion in total planned investment | Phase 1 has broken ground; phase 2 has been announced | Construction, production and actual workforce numbers |
| FIVE NORTH at VISTANCIA | About 320 acres of mixed-use development | First-phase developer announced in July 2026; the park was then under construction | Subsequent progress, tenant agreements and openings |
| New homes and population | Communities including Vistancia and Northpointe | Multiple home offerings are being sold | Deliveries, supply and demand, and amenities |
| Peoria Innovation Core | About 834 acres initially acquired; broader corridor approaching 7,000 acres | City page records acquisition and infrastructure progress | Distinguish boundaries and verify land and construction milestones |
| Healthcare and education | Regional services including ALA and HonorHealth | ALA has an official admissions page; HonorHealth announced its April 2025 opening | Actual admissions and healthcare services; do not describe the existing campus as a FIVE NORTH hospital |
| North Peoria Gateway | About 1,620 acres of mixed-use planning | Related annexation and zoning approvals have passed | Land auctions, developers and actual construction starts |
On a phone, swipe the table horizontally to see all columns.
Planned does not mean complete, and expected investment does not mean money already spent. Check the announcement date and development stage behind each figure.
8. Is North Peoria suitable for a home purchase or rental investment?
North Peoria has developments worth following, including major industrial investment, road connections, residential communities and future commercial projects.
Regional development prospects and a property's investment return require separate assessments.
For a primary residence, prioritize commuting, schools, healthcare, everyday convenience and the community environment.
For a rental investment, also analyze:
- Actual rents in the community and nearby areas, rather than asking rents alone
- Current rental supply, vacancy and tenant demand
- Total ownership costs, including property tax, insurance, maintenance and HOA fees
- Restrictions on renting, lease duration and other property uses
- New-home deliveries and future housing supply
Even after a major company's investment announcement, jobs and population changes take time to develop.
Amkor's investment amount or a new commercial plan alone cannot establish that a particular home will appreciate or that future rents will rise.
Watch North Peoria's long-term changes beyond any single project
From Amkor's semiconductor campus and FIVE NORTH to PIC and North Peoria Gateway, regional development is progressing in stages.
Some facilities have started construction or operations, while others may take years to show their full results.
Understanding these plans helps prospective Arizona homebuyers consider how employment, housing and everyday surroundings might change.
A purchase decision still needs the individual property's location, price, ownership costs and local market data rather than a major-development headline alone.
